Serving for free...Can't it be possible?

Historically, the Negritos are believed to have migrated to the Philippines some 30,000 years ago from Borneo, Sumatra, and Malaya. The Malayans followed in successive waves. These people belonged to a primitive epoch of Malayan culture, which has apparently survived to this day among certain groups such as the Igorots. The Malayan tribes that came later had more highly developed material cultures. Apparently, these are the reasons why Filipino men and women are not blessed with towering heights.

But why is it that when our Filipino men and women wanted to enter into some governmental office there are certain height requirements? Unfortunately, such requirement may led them into disqualification of some who do not reach to 5'4 (for men) or 5'2 (for women).

When applicants failed to qualify with the height requirement, they were being advised to secure a height waiver claiming themselves to have belonged with the Cultural Minority Group. But don't you know how this waiver being abused and used by many for profitable gains?

To give you a little idea...before one can secure the so called height waiver, he/she cannot obtain the certification if he/she wont give a considerable amount to the signatory.

I just wonder how this people managed to bring to their family home the money they obtained out of their greediness.

Can't this people serve their fellowmen for free?
